you have "the washington post" reporting that some investors are taking preemptive action to get ahead of things, moving and selling investments offload stocks, expanding charitable donations and expanding tax shelters if you have enough cash to do something like that, preparing for the end of the year. the nutshell, the people with the cash waiting or at least making a plan to do something with it if these shenanigans if i can call it that continue in washington. >> i think most individuals, however, don't know what they should be doing or if they should be doing anything. i think it's a very hard debate for people to follow and i base that on discussing this subject each and every day on the radio and taking phone calls on it. my one surprise about boehner is that if the speaker was going to take to the floor and try and curry favor with his members and the public and doesn't just concede raising taxes for the wealthiest of americans because i do believe that would then shift the onus back toward the white house for spending cuts but he just doesn't bring himself fully to say that wh

>> there are several actions that we are taking right now. consortiums are allowed in the doctor administering agencies but not on the public housing side. we are looking to extend the ability to have that happen in the public housing programs. in addition, right now under, housing authorities ban together to get the economies of scale but they still have to fill out three or four separate reports to hud because they are still seen as three or four separate public housing entities. this is why streamlining and administrative flexibility is so important because we are trying to figure out ways in which housing authorities could file one report for example that would cover their agencies. we would still ask each housing authority to file for its own attendance and participants into our database which is our personal information on every single household in the voucher program. we would ask that under family self-sufficiency, there is one report that is done back covers what the goals are early in the program. we're looking at all sorts of ways.

what's the action? 30 years ago that would have been one of the questions, but it wouldn't be a central question. presidents have -- it's amazing what they can do. i think obama has more power than bush had, for instance. >> and yet i believe it's your view that we know less about our presidents, less about the inner workings about the white house. why is that? is that our fault? >> well, it is in part our fault. and i think the message managers in the white house get better and better and more skillful. that it's a barrier often, and you have to -- god knows how much time i spent breaking down -- breaking that logjam in the white house saying i'm doing this book. i got these stories. i got these memos. i got these notes. ok. we'll answer questions. it's not something where they're standing there on pennsylvania avenue saying to the reporters, come on, we're dying to have you hold us accountable for what we're doing. >> you do manage to break people down. what if the white house said, we're going to shu
